ParcelBase Access Policy

The NIS parcelBase website is available to two user groups:

Employees of the City of Philadelphia.

Approved nonprofit organizations, community groups, academic institutions and other public entities as authorized by the Office of Housing and Community Development (OHCD).

Philadelphia City Employees:
Send email from your phila.gov e-mail address to NIS help at nishelp@sp2.upenn.edu. Include your name, city agency, address, phone number, and fax number.

Nonprofit Community Organizations:
Send a letter on your organization’s letterhead stating the reason for your request to Deborah McColloch, Director of the Office of Housing and Community Development. You can fax this letter to (215) 686-9801 or send it in the mail. See the sample letter below.

What Happens Next
After you have been approved, you will receive a confirmation letter and a one-page "NIS Application" registration form in the mail from the Office of Housing and Community Development (If you know you have already been approved and need an application, contact the CML and ask for just the registration form). Please return this form to the Cartographic Modeling Lab. Our fax number is (215) 573-3019.

Once the CML has processed your form, we will send you your account information via e-mail. Account requests from non-approved organizations will not be processed. We strongly encourage all users to apply for their own account and not simply share one account. Once you have received your user ID and password the process is complete!
