Summary
This study focuses on the more than 200,000 households in Philadelphia earning
less than $20,000 annually and documents an affordability gap of major proportions.
The report includes a review of the extent to which current city, state and
federal housing programs target housing needs of the poorest households and
concludes with a series of recommendations for specific players.
