Redlining in Philadelphia
Summary
This focus of this research project is to investigate mortgage-lending patterns
in Philadelphia between 1938 and 1960 using archival records, address-level
mortgage data, GIS, and spatial statistical analysis. Specifically, it is
designed to determine where the Federal Housing Administration (FHA) insured
homeowner loans in Philadelphia, what parts of the city were under-served
by lending institutions, what role maps played in lender decision-making,
and what the relationship was among federal housing agencies, including FHA
and the Home Owners' Loan Corporation, and local realtors, appraisers, and
lenders.
