on Valuation of Land and Improvements in Philadelphia
Summary The Philadelphia Controller's Office was investigating how a shift to a
system that taxes land at higher rates and buildings at lower rates (land value
taxation) would affect city taxpayers. The Cartographic Modeling Lab worked
with economists at Drexel University to develop a spatial-temporal model for
capturing neighborhood effects as determinants of real estate values.
