• According to the terms of a licensing agreement between Penn and the City of Philadelphia, you must work for an organization approved by the Office of Housing and Community Development (OHCD) of the City of Philadelphia to gain access to the NIS.
• Only nonprofit community organizations are eligible to be approved by OHCD.
• To apply for access, send a letter on your organization's letterhead stating the reason for your request to Deborah McColloch, Director of OHCD.

• After you have been approved, you will receive in the mail a confirmation letter and a 1 page "NIS Application" registration form. (If you know you have already been approved and need an application, contact the CML and ask for just the registration form)
• Please return this form to the Cartographic Modeling Laboratory.

• Once the CML has processed your form, we will send you your account information (usually via e-mail). Account requests from non-approved organizations will not be processed.
• Once you have received your user ID and password the process is complete! The NIS can be accessed at http://cml.upenn.edu/nis.
